For the purpose of mailing direct notices of public hearings or conducting a referendum as provided in Florida Statutes § 601.152, a handler is defined as a licensed citrus fruit dealer who holds, or held during the preceding twelve month period, a valid packing house or processing plant registration certificate issued by the Commissioner of Agriculture.
