These rules and regulations apply to public utilities regulated by the Commission under the provisions of Florida Statutes Chapter 366, seeking authority to issue and sell securities. Utilities applying for authority to issue and sell securities have the option of filing an application for authority for a single transaction or an application to issue and sell one or more offerings of one or more types over a period of up to 12 months.
