(1) All land-development regulations adopted pursuant to these guidelines should be administered by the local government.
    (2) To the extent possible, local regulations, as required by Florida Statutes § 380.05(5), should be performance oriented, and should differentiate between the natural development suitability of the wetlands, flatwoods and uplands.
