The rules of this chapter provide the practices and procedures to be followed by all persons when dealing with the South Florida Regional Planning Council. These rules are in addition to all practices, procedures and definitions imposed by applicable statutes, regulations, and rules including, but not limited to, the following: Chapters 23, 120, 163, 186 and 380, F.S., and Fl.
