(1) The participant shall keep the department informed of her or his current mailing address. The last known address provided to the department will be the address of record.
    (2) To protect her or his address confidentiality and exercise her or his right to vote pursuant to Florida Statutes § 741.406, the participant must personally go to the main office of the county supervisor of elections and request a vote-by-mail ballot.
