Files of the department which pertain to the identity, diagnosis, and prognosis of substance abuse program services to any inmate are confidential in accordance with the provisions of Florida Statutes § 397.754(8), and 42 USCS 290, dd-2, and shall be disclosed only in accordance with these provisions.
