(1) The purpose of this chapter is to implement the provisions of Florida Statutes § 112.3215

(2) The rules of this chapter shall apply to the functions and proceedings of the Commission on Ethics under
Florida Statutes § 112.3215, including registration of persons who lobby agencies of the Executive Branch or the Constitution Revision Commission, reports which must be filed by lobbying firms, opinions which may be requested from the Commission concerning the application of Florida Statutes § 112.3215, and proceedings involving complaints of a violation of the provisions of Florida Statutes § 112.3215 The rules do not apply to any of the other functions of the Commission under Article II, Section 8, Florida Constitution, under Part III, Florida Statutes Chapter 112, or under provisions of law other than Florida Statutes § 112.3215
