The Advocate shall review the report of investigation and make a written recommendation to the Commission as to whether there is probable cause to believe that the Respondent violated Florida Statutes § 112.3215 A copy of the recommendation shall be sent by certified mail, return receipt requested, to the Respondent and the Complainant no later than 14 days prior to the probable cause hearing.
