The rules in this Fl. Admin. Code Chapter 34-5, shall govern the receipt and disposition of all complaints concerning a breach of public trust under Fla. Const. Art. II, § 8(f). These rules are the rules of procedures for the constitutional powers of the Commission on Ethics under that provision of the Constitution. On the effective date of this chapter, the rules of procedure of this chapter shall govern disposition of all complaints concerning breach of public trust heretofore received by the Commission, including those concerning violations of part III of Florida Statutes Chapter 112, and all complaints concerning breach of public trust received after the effective date of this chapter.
