(1) An Order and Notice of Violation shall be served by actual service or certified mail on the alleged violator or violators. The Order and Notice of Violation shall specify the statute, rule, or permit provision alleged to be violated or about to be violated, shall indicate the facts alleged to constitute a violation and shall order that corrective action be taken within a reasonable time specified in the Order.
(2) The respondent may request an administrative hearing under Florida Statutes § 120.569, by filing a petition for administrative hearing with the District within 14 days of receipt of the Order and Notice of Violation. If no petition is timely filed, the Order shall become final. Petitions are deemed filed with the District on the date of receipt by the Agency Clerk. The petition must be in substantial compliance with the provisions of the Uniform Rules of Procedure.
