(1) The purpose of Fl. Admin. Code Chapter 40A-3, is to implement the duties and responsibilities of the District under Part III, Florida Statutes Chapter 373, and those responsibilities and duties delegated to the District by the Department of Environmental Protection relative to regulating the location, construction, repair, or abandonment of wells, and the licensing of water well contractors. It is the policy of the Board that these rules are a reasonable necessity to insure the protection and management of water resources and the health, safety, and general welfare of the people of this District.

    (2) The rules in this chapter implement the regulation of wells and licensing of water well contractors.
    (3) Rules relating to water well contractor licensing are found in Fl. Admin. Code Chapter 62-531, effective 6-22-14, https://www.flrules/org/Gateway/reference.asp?No=Ref-09102, adopted by reference in Fl. Admin. Code R. 40A-3.037, of these rules.
