Unless otherwise specified by district rule, the date of filing shall be considered to be the date received by the district. Fees are nonrefundable unless an application is filed for an activity that is determined by the district to be exempt from permitting requirements pursuant to Florida Statutes § 120.60(2) Failure of any person to pay the fees established herein is grounds for the denial of a permit application or revocation of a permit. Unless a fee is identified herein for a specific activity, no fee shall be required. There shall be no permit fee for projects proposed by governmental entities whose purpose is environmental restoration, enhancement, or public land management.
