The following activities are exempt from the requirements of obtaining water use permits specified in Fl. Admin. Code R. 40B-4.041 No permit is required for:
(2) Water used strictly for fire-fighting purposes;
(3) Withdrawals made for dewatering activities for a total period not to exceed 180 consecutive days;
(4) Withdrawals or diversions from artificial retention structures when the withdrawal or diversion is needed to facilitate repair or maintenance of the retention structure; and
(5) Groundwater remediation authorized by the Florida Department of Environmental Protection pursuant to Florida Statutes Chapter 403 and Title 62, F.A.C.

(1) Domestic uses as defined in
