The authority for general administration of Part I of Fl. Admin. Code Chapter 40B-3, is delegated to the Executive Director of the District. It is the policy of the Board that in making this delegation the Executive Director may designate specific staff members to carry out various tasks, but that overall supervision and responsibility shall rest with the Executive Director. The Executive Director is expressly authorized to issue permits under this chapter as provided in Florida Statutes § 373.342(1)
