The authority for general administration of Fl. Admin. Code Chapter 40C-3, is delegated to the Executive Director of the District. It is the policy of the Board that in making this delegation the Executive Director is authorized to designate specific staff members to carry out various tasks but that overall supervision and responsibility shall rest with the Executive Director. The Executive Director, Director of the Division of Regulatory Services, Chief of the Bureau of Water Use Regulation, and the Well Construction Permitting Program Manager are expressly authorized to issue permits and licenses under this chapter as provided in Sections 373.342(1), 373.323(5) and 373.324(2), F.S.
