The purpose of the Walton/Okaloosa/Santa Rosa Regional Utility Authority shall be to:
(2) In a like manner, provide for the development of treated sewage effluent disposal and/or reclamation and reuse facilities and solid waste disposal facilities if determined necessary, and insure the availability of these services to all local governments within the boundaries of the Regional Utility Authority;
(3) Give priority to reducing adverse environmental effects of excessive or improper withdrawals of water, and adverse environmental effects of treated sewage effluent and solid waste disposal if needed;
(4) Not deprive, directly or indirectly, any county or city wherein water is withdrawn by the Authority, of the prior right to the reasonable and beneficial use of water which is required to supply the reasonable and beneficial needs of the county or city or any of the inhabitants or property owners therein;
(5) Insure that each member of the Regional Utility Authority shall have preferential right to purchase water and other services of the Authority for use by said member for its reasonable and beneficial needs.

(1) Provide for the planning, design, construction, operation and maintenance of facilities where necessary to insure the availability of an adequate water supply for all public water supply systems within the boundaries of the Regional Utility Authority;
(2) In a like manner, provide for the development of treated sewage effluent disposal and/or reclamation and reuse facilities and solid waste disposal facilities if determined necessary, and insure the availability of these services to all local governments within the boundaries of the Regional Utility Authority;
(3) Give priority to reducing adverse environmental effects of excessive or improper withdrawals of water, and adverse environmental effects of treated sewage effluent and solid waste disposal if needed;
