The Authority Board shall be comprised of representatives of the parties to the Interlocal Agreement. Each Board member shall have one vote in all Board actions. Board members shall be selected as follows:
(2) Municipal Representation – Each city represented as a party to the Interlocal Agreement shall appoint one City Councilman as a member of the Authority Board. Each city may also appoint a City Councilman as an alternate representative which shall have the authority to vote in the absence of the primary representative.

(1) County Representation – Each county represented as a party to the Interlocal Agreement shall appoint two County Commissioners as members of the Authority Board. Each county may also appoint a Commissioner as an alternate representative which shall have the authority to vote in the absence of a primary representative.
(2) Municipal Representation – Each city represented as a party to the Interlocal Agreement shall appoint one City Councilman as a member of the Authority Board. Each city may also appoint a City Councilman as an alternate representative which shall have the authority to vote in the absence of the primary representative.
