To be eligible for Community Care for the Elderly services, a person must be:
(2) Functionally impaired pursuant to Florida Statutes § 430.203(7), as determined by an initial comprehensive assessment and at least an annual reassessment using the form incorporated by reference in Fl. Admin. Code R. 58A-1.010(1)(b)
