All disputes among counties, the agency, a participating hospital or a regional referral hospital shall be resolved by order as provided in Florida Statutes Chapter 120 Hearings shall be conducted as provided in Florida Statutes § 120.57, except that the hearing officer’s order shall be the final agency action.
