(1) Prior to the transfer of ownership by sale of a dog or cat within the state, the owner, broker or transferor of the dog or cat shall first obtain an official certificate of veterinary inspection in accordance with Florida Statutes § 828.29 The following are acceptable as official certificates of veterinary inspection:
(b) An official electronic certificate of veterinary inspection that includes all information required by Florida Statutes § 828.29
(2) The original official certificate of veterinary inspection shall be provided to the owner or agent to whom ownership is being transferred.
