(1) The selection of energy-consuming equipment and architectural components for all new facilities constructed for the use of a state agency and renovations to existing state-owned facilities shall be based on the life-cycle costs of alternative designs developed in accordance with Fl. Admin. Code R. 60D-4.004
    (2) Leases: An energy performance analysis shall be performed in accordance with Fl. Admin. Code R. 60D-4.007, for facilities under consideration to be leased by a state agency.
