(1) Offers of real property to be purchased pursuant to Florida Statutes § 255.28, will be publicly solicited by notice in the Florida Administrative Register and a newspaper of general circulation in the area where the real property is needed.
    (2) Specific parcels of real property being purchased pursuant to Florida Statutes § 255.28, will be subject to public hearing as an item on the Board of Trustees of the Internal Improvement Trust Fund agenda when the transaction is reviewed for approval.
