(1) The Administrator shall be responsible for authorizing disbursements from the retirement funds and accounts in accordance with applicable laws and these rules and regulations.
    (2) Administrative expenses of the Florida Retirement System shall be paid from interest earned on investments of the retirement and social security trust funds and from any assessments made in accordance with Chapter 650, Florida Statutes.
