(1) General permits authorize activities that, if conducted consistent with the permit requirements, will cause minimal individual and cumulative adverse impacts to the water resources of the Agencies. Mitigation is neither necessary nor required to offset those impacts except when provided for in the general permit. Persons using a general permit must comply with the notice requirements of Fl. Admin. Code R. 62-330.402, the general conditions in Fl. Admin. Code R. 62-330.405, and all of the terms, conditions, and limitations of the specific general permit.
(3) General permits that apply to municipalities are also for use by agencies of the United States Department of Defense.

(2) The general permit in
Florida Statutes § 403.814(12), is not a general permit under this chapter and does not require submittal of the notice specified in subsection 62-330.402(1), F.A.C.
