(1) A general permit is granted to all owners of lands mined or disturbed by the severance of phosphate before July 1, 1975, whose reclamation program application has been approved by the Department under Florida Statutes Chapter 378, Part I, providing the reclamation program:
(a) Is wholly or partially funded by the Department through the Non-mandatory Land Reclamation Trust Fund pursuant to Florida Statutes Chapter 378, Part I; and,
(b) Has an approved detailed non-mandatory land reclamation design plan that meets the standards and criteria in Fl. Admin. Code Chapter 62C-17
(2) All work shall be in accordance with the approved non-mandatory land reclamation program and all provisions of Fl. Admin. Code Chapter 62C-17
