During the public comment period provided in Fl. Admin. Code R. 62-528.315, any interested person may submit written comments on the draft permit or the enforcement action, and may request a public meeting, if no meeting has been scheduled. A request for public meeting shall be in writing and shall state the nature of the issues proposed to be raised in the meeting. All comments shall be considered in making the final decision and shall be answered as provided in Fl. Admin. Code R. 62-528.330
