(1) During the construction, repair, or abandonment of any well, the Department or the permitting authority may conduct inspections as is necessary to ensure conformity with applicable standards. Duly authorized representatives of the Department or the permitting authority shall be given access, at reasonable times, to any premises for the purpose of such inspection.

    (2) If during construction, repair, or abandonment, the Department or the permitting authority finds the work does not meet the requirements of rules and standards adopted pursuant to Florida Statutes Chapter 373, the Department or the permitting authority shall give the owner and water well contractor written notice pursuant to the requirements in Florida Statutes § 120.60
