Fl. Admin. Code Chapter 28-20, and the Memorandum Of Understanding (MOU) between Monroe County, the Department of Community Affairs, the Department of Environmental Protection, and the Department of Health, including the Monroe County Health Department, dated July 25, 1997, are herein incorporated by reference, and is available by contacting the Department. Fl. Admin. Code Chapter 28-20, and the MOU establish a permit allocation system for development and a coordinated permit review process. Fl. Admin. Code Chapter 28-20, and the MOU prohibit new system construction permits to serve new residential development that would allow development in excess of the number of permits that Monroe County may issue under its policy.
