(1) Surface water discharge.
(b) The WQBELs shall be determined by the Department in accordance with Chapters 62-304 and 62-650, F.A.C., and shall be based upon the characteristics of the discharge, the receiving water characteristics, and the criteria and standards of Chapters 62-4 and 62-302, F.A.C., and this chapter. Requests for zones of mixing and any previous approved zones of mixing will be taken into consideration when determining WQBELs. No zone of mixing, as contained in Fl. Admin. Code R. 62-4.244, shall be provided for any parameters for which the permittee fails or declines to provide the necessary characteristics of the discharge. WQBELs shall be met after disinfection.
(2) Ground water discharge.
(a) In addition to the TBELs specified in Fl. Admin. Code R. 62-600.420, facilities shall provide additional treatment when needed to satisfy water quality standards for receiving ground waters.
(b) Such limitations shall be established based on the provisions of Chapters 62-304, 62-528, and 62-650, and subsection 62-610.850(2), F.A.C.

Fl. Admin. Code R. 62-600.420, facilities shall provide additional treatment when necessary to meet water quality standards for receiving surface waters pursuant to Fl. Admin. Code Chapter 62-302
