Florida Regulations 62-610.669: Use of Reclaimed Water at Wastewater Treatment Plants

(1) For purposes of this rule, a domestic wastewater treatment plant shall be considered a type of “”industrial site.”” Reclaimed water or partially treated wastewater used for various useful purposes at a domestic wastewater treatment plant shall retain its identity as a domestic reclaimed water or domestic wastewater.
(a) If the reclaimed water has received secondary treatment and basic disinfection, the requirements of Part II of this chapter, including setback distance requirements, shall be met. Reclaimed water meeting the secondary treatment definition contained in subFl. Admin. Code R. 62-600.420(1)(b)2., may be used for this irrigation. Storage shall not be required.
(b) If the reclaimed water meets the treatment and disinfection requirements in Part III of this chapter, the irrigation shall be regulated under Part III.
(3) Reclaimed water may be used for process, wash down, or other purposes at the wastewater treatment plant.
(4) Reclaimed water may be used for toilet flushing or fire protection purposes at the wastewater treatment plant.
(5) Uses of reclaimed water described in subsection 62-610.669(2) through (4), F.A.C., shall be considered as reuse.
(6) Partially treated or undisinfected wastewater may be used for process water or other purposes at the wastewater treatment plant if the wastewater is collected after use and returned to the wastewater treatment plant for additional treatment or disinfection. Use of partially treated wastewater shall not be classified as reuse, unless the water has received a minimum of secondary treatment as defined in subFl. Admin. Code R. 62-600.420(1)(b)2. Water that has received a minimum of secondary treatment as defined in subFl. Admin. Code R. 62-600.420(1)(b)2. (with or without disinfection), which is used for a beneficial purpose under this paragraph shall be considered “”reclaimed water”” and the use shall be considered “”reuse.”” Partially treated wastewater which does not meet the minimum treatment and disinfection criteria established in Chapters 62-600 and 62-610, F.A.C., shall not be released to the environment.
