(1) The following persons are exempt from the requirements of this chapter:
(b) Persons who handle, purchase, receive, recover, sell or use recovered materials in small quantities.
(2) For purposes of Section 403.7046(3)(b), F.S., persons who are exempt from or otherwise not subject to the requirements of this chapter shall not be required by any local government to provide a copy of any certification under this chapter to a local government.
(3) Persons whose activities involve handling, purchasing, receiving, recovering, selling or end using waste tires and who are regulated by the Department pursuant to Fl. Admin. Code Chapter 62-711, are not required to report information regarding such waste tires pursuant to this rule chapter.
(4) Persons whose activities involve handling, purchasing, receiving, recovering, selling or end using used oil filters and who are regulated by the Department pursuant to Fl. Admin. Code Chapter 62-710, are not required to report information regarding such used oil filters pursuant to this rule chapter.

(3) Persons whose activities involve handling, purchasing, receiving, recovering, selling or end using waste tires and who are regulated by the Department pursuant to Fl. Admin. Code Chapter 62-711, are not required to report information regarding such waste tires pursuant to this rule chapter.
(4) Persons whose activities involve handling, purchasing, receiving, recovering, selling or end using used oil filters and who are regulated by the Department pursuant to Fl. Admin. Code Chapter 62-710, are not required to report information regarding such used oil filters pursuant to this rule chapter.
