(1) The determination as to whether probable cause exists that a violation of the provisions of Chapters 456 and 483, Part I, F.S., and the rules promulgated thereto has occurred shall be made by a majority vote of a probable cause panel of the Board.
(2) There shall be one probable cause panel of the Board, which shall meet the requirements set forth in Florida Statutes § 456.073 The probable cause panel shall be composed of two members, one of whom may be a past Board member.
(3) The probable cause panel members shall be selected by the Chair of the Board, one of whom shall be designated by the Chair of the Board as the presiding officer of the panel.
(4) The probable cause panel shall meet at such times as called by the presiding officer of the panel or by two members of the panel.

- Presiding officer: A majority-party Senator who presides over the Senate and is charged with maintaining order and decorum, recognizing Members to speak, and interpreting the Senate's rules, practices and precedents.
- Probable cause: A reasonable ground for belief that the offender violated a specific law.
