(1) The rules in this part control the receipt, possession, use, disposal, and transfer of sources of radiation by any licensee or registrant so the total dose to an individual, including doses resulting from all sources of radiation other than background radiation, does not exceed the standards for protection against radiation prescribed in this part. However, nothing in this part shall be construed to limit actions necessary to protect health and safety.

(2) Except as specifically provided in other parts of these rules, this part applies to persons licensed or registered by the department to receive, possess, use, or transfer sources of radiation. The limits in this part do not apply to doses from background radiation, to exposure of patients to radiation for medical diagnosis or therapy, to exposure from individuals administered radioactive material and released as specified in
Fl. Admin. Code R. 64E-5.622, or to voluntary participation in medical research programs.
