Ratios of staff personnel to children for both new and existing facilities shall be those ratios established by the Florida Department of Children and Family Services as required by Florida Statutes § 402.305(4), and as adopted pursuant thereto by the rules of the Florida Department of Children and Family Services in subsection 65C-22.001(4), F.A.C.
