(1) The provisions of Rules 69A-51.045 and 69A-51.050, F.A.C., apply to existing and new installations of boilers in public assembly locations.

    (2) Existing installations are those boilers installed in public assembly locations before October 1, 1987.
    (3) For existing installations:
    (a) The maximum allowable working pressure of a boiler carrying the ASME Code symbol stamp must be determined by the applicable sections of the ASME Code, which is incorporated by reference in Fl. Admin. Code R. 69A-51.010, under which it was constructed and stamped.
    (b) The maximum allowable working pressure of a boiler that does not carry the ASME Code symbol must be computed in accordance with the National Board Inspection Code, which is incorporated by reference in Fl. Admin. Code R. 69A-51.010
    (4) New installations are those boilers installed in public assembly locations after September 30, 1987.
    (5) No boiler shall be installed in a public assembly location in this state unless it has been constructed, inspected, and stamped in conformity with the ASME Code, which is incorporated by reference in Fl. Admin. Code R. 69A-51.010, except:
    (a) Those exempted by the Act; or
    (b) Boilers which are federally owned and federally inspected; or
    (c) Coil type hot water boilers meet the requirements of Part PG-2.3, Section I of the ASME Code, which is incorporated by reference in Fl. Admin. Code R. 69A-51.010; or
    (d) Those potable water heaters exempted by Part HLW-101, Service Limits, Section IV of the ASME Code which is incorporated by reference in Fl. Admin. Code R. 69A-51.010
