Pursuant to Fla. Const. Art. XII, § 9(d),, capital outlay and debt service funds shall be computed in accordance with Sections 1011.84 and 1010.58, F.S. The number of full-time equivalent students for capital outlay and debt service funding is the college credits and college preparatory credits for which students register divided by thirty (30) plus the hours of instruction for which students register in other instruction divided by eight hundred ten (810).
