§ 5901. Statement of objectives and legislative findings. The legislative process, involving determination of public needs and aspirations, the allocation of funds between private and public sectors, the order of priorities within the public sector, the maintenance of stability within our society, the invigoration of the productive forces of the state, is a dynamic system. As society becomes more specialized and scientific advances multiply and the legislature's role in decision making increases, it becomes more necessary than ever that the legislative process provide an avenue for responsible closing of the gap between technological know-how and our social institutions.
The legislature finds that in order to promote public interest and welfare, it is essential that there be provided a central institution where research, training and information on the legislative process be provided.
