§ 523-b. Office of the ombudsman. There is hereby established the office of the ombudsman in the office of children and family services. The commissioner shall appoint the director of the office of the ombudsman. The director shall be an attorney licensed to practice law in New York. The director shall report to the commissioner. Persons employed by the office of the ombudsman to act as "ombudsmen" shall be attorneys or shall have expertise in the areas of juvenile justice and youth rights, as evidenced by experience in the field, or by academic background, the level and sufficiency of which shall be determined by the director.
