N.Y. General Municipal Law 370 – Establishment
§ 370. Establishment. 1. The legislative body of a city, village or town, may by ordinance or local law authorize the court having jurisdiction of traffic cases to establish a traffic violations bureau to assist the court in the disposition of infractions in relation to traffic violations.

- Jurisdiction: (1) The legal authority of a court to hear and decide a case. Concurrent jurisdiction exists when two courts have simultaneous responsibility for the same case. (2) The geographic area over which the court has authority to decide cases.
2. There shall be a department of the Nassau county government known as the Nassau county traffic and parking violations agency, which shall operate under the direction and control of the county executive.
3. There shall be a department of the Suffolk county government known as the Suffolk county traffic and parking violations agency, which shall operate under the direction and control of the county executive.
4. There shall be an executive department of the Buffalo city government known as the Buffalo traffic violations agency, which shall operate under the direction and control of the mayor.
5. There shall be an executive department or bureau of the city of Rochester known as the Rochester traffic violations agency, which shall operate under the direction and control of the mayor or the mayor's designee.
