§ 473. Construction and severability. This article shall be liberally construed to effectuate its purposes. The provisions of this article shall be severable and if any provision, sentence, clause or phrase of this article or the application thereof to any person or agency shall be held contrary to the constitution of this state or of the United States, all other provisions hereof and their application to any other persons or agencies shall not be affected thereby.
