§ 99-k. Fees to jurors or witnesses. Notwithstanding any other provision of law, no fees are payable to a juror or witness for his service or attendance in a local criminal court, except that the governing board of any city, town of the first class or village of the first class is hereby authorized and may provide for payment of compensation to jurors only, in a local criminal court in criminal cases in any such city, town of the first class or village of the first class.
