§ 1868. Inconsistent provisions of other acts. Insofar as the provisions of this title are inconsistent with the provisions of any other act, general or special, the provisions of this title shall be controlling, provided, however, nothing contained in any provision of this title shall be construed to relieve the authority of the obligation on its part to comply with the provisions of Article 9 of the public authorities law in force on the effective date of this title, including the obligation to submit an annual report as specified therein.
