N.Y. State Finance Law 97-DDD*2 – Drinking water program management and administration fund
* § 97-ddd. Drinking water program management and administration fund. 1. There is hereby established in the joint custody of the state comptroller and the commissioner of taxation and finance a fund to be known as the "drinking water program management and administration fund".

- Appropriation: The provision of funds, through an annual appropriations act or a permanent law, for federal agencies to make payments out of the Treasury for specified purposes. The formal federal spending process consists of two sequential steps: authorization
- Corporation: A legal entity owned by the holders of shares of stock that have been issued, and that can own, receive, and transfer property, and carry on business in its own name.
2. The drinking water program management and administration fund may consist of (a) all moneys transferred to the state from the drinking water revolving fund pursuant to § 1285-m of the public authorities law, (b) all or a portion of moneys made available to New York state for purposes of administering and managing financial assistance provided to recipients from the drinking water revolving fund pursuant to the Federal Safe Drinking Water Act, and (c) all other moneys credited or transferred thereto from any other fund or source pursuant to law.
3. Moneys in the drinking water program management and administration fund shall be kept separately from and shall not be commingled with any other moneys in the custody of the state comptroller.
4. Moneys in the fund, following appropriation by the legislature, may be used, for the purpose of paying all costs of the department of health and New York state environmental facilities corporation for management and administration of the drinking water program established by title four of Article 11 of the public health law and of the drinking water revolving fund established by § 1285-m of the public authorities law.
