(a) The members of the Board shall include: five (5) registered nurses, one (1) practical nurse and one (1) public member. Of the five (5) registered nurses, representation shall be balanced so that there will always be one (1) member from a school of nursing, one (1) member from public health nursing, one (1) member from hospital nursing and one (1) member from the APRNs. vacancy in the membership of the Board shall be filled for the period of the unexpired term in the same manner as was the original appointment.

(b) The Board shall solicit a list of qualified candidates from the local health agencies and nursing organizations and submit to the Governor the list obtained. Appointments of nursing members shall be made from this list.
