- Remainder: An interest in property that takes effect in the future at a specified time or after the occurrence of some event, such as the death of a life tenant.
- Statute: A law passed by a legislature.
Notwithstanding any other law, the distribution or possession of a narcotic-drug-testing product that is used solely to determine whether a controlled substance contains fentanyl shall be lawful on Guam and may be distributed through the bystander program or wherever opioid antagonists are distributed.

§16120. Severability.
The provisions outlined in this Act are declared to be separate and severable. The invalidity of any clause, sentence, paragraph, subdivision, section or portion of this statute, or the invalidity of the application thereof to any person or circumstance shall not affect the validity of the remainder of this statute or the validity of its application to other persons or circumstances.
