- Advice and consent: Under the Constitution, presidential nominations for executive and judicial posts take effect only when confirmed by the Senate, and international treaties become effective only when the Senate approves them by a two-thirds vote.
ere is within the government of Guam the Guam Behavioral Health and Wellness Center. The Council, by an affirmative vote of four (4) members, shall select and, with the approval of I Maga’låhi (the Governor), appoint the Director of the Guam Behavioral Health and Wellness Center, with the advice and consent of I Liheslatura (the Legislature). The Director shall be responsible for the day-to-day operations of the Department. The Director’s salary shall be as provided by Title 4, Guam Code Annotated, Chapter 6, Article 2, § 6206.1.
