- Advice and consent: Under the Constitution, presidential nominations for executive and judicial posts take effect only when confirmed by the Senate, and international treaties become effective only when the Senate approves them by a two-thirds vote.
- Quorum: The number of legislators that must be present to do business.
There is hereby created a Safety Review Board comprised of five (5) members who shall be appointed by the Governor with the advice and consent of the Legislature. One shall be an attorney who has experience in representing accident victims; one shall be an attorney who has experience in representing insurance companies in accident cases; one shall be an employee from a line department; one shall be an employee of an autono- mous agency; and one shall be a medical practitioner. The Board shall choose a Chairman from among its members. At least three members must be present for there to be a quorum. All decisions of the Board shall be by a majority vote, there being at least four (4) members voting. The Board may hire an independent safety consultant, a secretary and its own attorney. All decisions rendered by the Board shall be binding on the Government and the Division and shall be in writing.
