en personal notice is required, and no mode of giving it is prescribed by this Title, it shall be given by citation. The citation must be directed to the person to be cited, signed by the Clerk of the Superior Court of Guam, issued under seal of the Superior Court of Guam, and must contain the title of the proceeding, a brief statement of the nature of the proceeding, and a direction that the person cited appear at a time and place specified.
