16 Guam Code Ann. § 3401
(b) Whenever any peace officer shall find a vehicle standing upon a highway in violation of the provision of this Section or of
§ 3402 or § 3403, he is authorized to move such vehicle, or require
the person in charge of such vehicle to move such vehicle, to a position where it may be lawfully parked.
(c) The provisions of Subsection (a) shall not apply to the operation of any vehicle which is disabled while on the main traveled portion of a public highway in such manner and to such extent that it is impracticable or impossible to avoid stopping and temporarily leaving such vehicle in such position.
(d) No person shall park any vehicle(s) within a designated, accessible parking space for persons with disabilities on public or private property made available for public use; unless the vehicle displays a special license plate, a removable windshield placard, or a temporary-removal windshield placard issued pursuant to Title 16 Guam Code Ann. § 7120.1.
