The Legislature is aware of a growing problem that principals in our public schools have encountered over the years in reference to funding and purchasing of small miscellaneous items for the school’s needs. Any item in need by the schools, for example, light bulbs, toilet accessories, and so forth, has to be requested through the Office of the Superintendent of Schools’s Procurement Office, and many times several weeks or several months pass before receipt of the item. This problem is primarily a factor of the lengthy procurement process which principals and other public school administrators have to go through in requesting necessary materials and supplies. In order to immediately address the funding of these miscellaneous items for the principals and to reduce the excessive number of requests submitted to the Department’s Procurement Office, the Legislature desires to create a principal’s fund, primarily for funding these year-round items which address immediate small problems.
